Handing out printed material

Apply for consent to hand out printed material in the city.

Free printed matter includes any newspaper, document, card, leaflet, flyer, pamphlet, sticker or any other material for which there is no charge to the recipient.

We consent the distribution of free printed matter to limit the amount of paper waste thrown on the pavement and pedestrianised areas.

If you distribute free printed matter and are not in possession of a valid consent, you are liable to a fine of up to £2,500.

An offence is also committed if someone 'causes' another person to distribute free printed matter in a designated area without consent.

How to apply

Fees

Yearly consent is at a cost of:

  • £300 for 1 person distributing matter at any one time
  • £345 for 2 persons distributing matter at any one time
  • £390 for 3 persons distributing matter at any one time

Temporary consents fees are at a cost of:

  • 1 day consent (for a maximum of two distributors) £50
  • 7 day consent (for a maximum of two distributors) £100
